PRÉSENTATION DU PROJET PURSEA

Le projet PURSEA (Pilotage universitaire rénové dans le Sud-Est asiatique – PURSEA) – projet Eramus+ CBHE 609879 – fait partie des projets Erasmus+ Capacity Building financés par la Commission européenne pour la période de 2020 à 2023 : http://pursea.hanu.vn/

 

Le projet a pour but de renforcer les compétences en gouvernance universitaire pour le personnel des huit universités en Asie-Pacifique, grâce à l’expertise des partenaires européens en France, Belgique et Allemagne. Il est construit autour des 10 lots d’activités (d’échange d’expériences et de pratiques) confiés à 16 établissements membres, qui visent trois objectifs principaux :

  • (1) élaborer les méthodes et outils nécessaires à l’amélioration des plans stratégiques de développement et à la conception des plans d’action opérationnels pour les universités partenaires ;
  • (2) mettre en œuvre un plan d’action prioritaire dans chaque université partenaire, avec son dispositif de pilotage et d’accompagnement au changement ;
  • et (3) élaborer les outils pour mutualiser et diffuser l’expertise régionale en planification stratégique ainsi qu’en procédures de gouvernance et de gestion des universités.

Pendant trois ans et demi, l’équipe du projet a réalisé d’importantes activités permettant aux universités bénéficiaires de définir leurs priorités, d’élaborer leur stratégie de développement et leurs plans d’action pluriannuels. Grâce aux ateliers et à l’accompagnement des partenaires européens, les universités vietnamiennes et cambodgiéennes ont pu mettre en expérimentation quelques axes stratégiques relatifs à la formation, la recherche, l’enseignement en ligne ou la communication universitaire… et tirer de précieuses expériences. À côté des ateliers méthodologiques, différentes formations répondant aux besoins des partenaires asiatiques ont été organisées : système d’information décisionnelle, gestion des ressources humaines, management des risques, valorisation des résultats scientifiques, référentiels d’évaluation des établissements d’enseignement supérieur et des programmes de formation de HCERES (France). Les résultats du projet sont d’autant plus significatifs que les universités vietnamiennes et cambodgiennes ont commencé à suivre la voie de l’autonomie, ce qui est confirmé par plusieurs partenaires lors des 3 conférences de dissémination des résultats du projet organisées à Phnom-Penh, Hanoi et Hochiminh-Ville de décembre 2022 à mars 2023.

Si le projet se développe dans un premier temps au Vietnam et au Cambodge, ce sont bien tous les pays du Sud-Est asiatique qui pourront en bénéficier grâce à l’utilisation du « Guide d’accompagnement à la définition et la mise en place d’un plan stratégique de développement d’un établissement d’enseignement supérieur et de recherche », appelé encore Guide PURSEA, ainsi qu’à celle des vidéos présentant le projet. Le Guide PURSEA et les vidéos

Lors de la cérémonie de clôture du 8 juin 2023, le Comité de pilotage a présenté au public le “Guide d’accompagnement à la définition et la mise en place d’un plan stratégique de développement d’un établissement d’enseignement supérieur et de recherche” (Guide PURSEA). Il s’agit du résultat d’une élaboration collective, pluridisciplinaire et internationale francophone d’experts d’établissements partenaires du projet. Ce guide a pour objectif de renforcer la capacité de gouvernance d’un établissement d’enseignement supérieur et de recherche, à travers la définition et la mise en place d’une planification stratégique contextualisée au service de leur plan de développement, puis de l’accompagnement à sa mise en œuvre, en tenant compte de la volonté politique d’autonomisation des établissements d’enseignement supérieur et de recherche des pays de la région Asie du Sud-Est. L’Université de Hanoi, coordinatrice du projet, l’Agence universitaire de la Francophone en Asie-Pacifique (AUF) et la CONFRASIE (Conférence régionale des recteurs des établissements membres de l’AUF en Asie-Pacifique) joueront un rôle important dans la diffusion du Guide PURSEA, accompagnée de formations auprès des universités de la région qui s’y intéressent.

PRESENTATION OF THE PROJET PURSEA

 

The project PURSEA  (Pilotage Universitaire Rénové dans le Sud-Est Asiatique – Renewed university governance in Southeast Asia – PURSEA) is an Eramus+ CBHE 609879 project, part of the Erasmus+ Capacity Building projects funded by the European Commission for the period 2020 to 2023: http://pursea.hanu.vn/

 

The project aims to strengthen university governance skills for staff at 08 universities in the Asia-Pacific region, thanks to the expertise of European partners in France, Belgium and Germany. It is built around 10 activity workpackages (exchanges of experience and practices) entrusted to 16 member institutions, with 3 main objectives:

– (1) to develop the methods and tools needed to improve strategic development plans and design operational action plans for partner universities;

– (2) to implement a priority action plan in each partner university, with its own steering and change management system ;

– and (3) to develop tools for pooling and disseminating regional expertise in strategic planning and university governance and management procedures.

 

Over a period of three years and half, from 2020 to 2023, the project team has carried out important activities enabling the beneficiary universities to define their priorities, to draw up their development strategies and multi-year action plans. Thanks to the workshops and support provided by the European partners, the Vietnamese and Cambodian universities have been able to experiment with a number of strategic axes relating to training, research, e-learning and university communication… and to learn from their valuable experience. In addition to the methodological workshops, various training courses were organized to meet the needs of the Asian partners: decision-making information systems, human resources management, risk management, scientific results valorization, evaluation guidelines for higher education establishments and training programs. Moreover, Vietnamese and Cambodian universities have begun to follow the path to autonomy, as confirmed by several partners at the 3 result dissemination conferences organized in Phnom-Penh, Hanoi and Ho Chi Minh City from December 2022 to March 2023.

 

 

Although the project is initially being developed in Vietnam and Cambodia, all the countries of Southeast Asia will be able to benefit from it, thanks to the use of the “Guidebook to defining and implementing a strategic development plan for a higher education and research establishment”, also known as the PURSEA Guidebook, and the videos presenting the project. The PURSEA Guidebook

 

At the closing ceremony on June 08 2023, the Steering Committee has presented to the public the “Guide d’accompagnement à la définition et la mise en place d’un plan stratégique de développement d’un établissement d’enseignement supérieur et de recherche” (PURSEA Guide). It is the result of a collective, multi-disciplinary and international French-speaking project involving experts from partner institutions. This guide aims to strengthen the governance capacity of higher education and research establishments, through the definition and implementation of contextualized strategic planning to support their development plan, and then to provide support for its implementation, on taking into account the political will to empower higher education and research establishments in the countries of the South-East Asia region. The Agence universitaire de la Francophone en Asie-Pacifique (AUF) and Confrasie (Conférence régionale des recteurs des établissements membres de l’AUF en Asie-Pacifique) will play an important role in disseminating the PURSEA Guide, along with training courses for interested universities in the region.

Alongside the Guide, interested parties can also watch the videos presenting the project, the methodological approach to developing and implementing the project’s strategic plan.

GIỚI THIỆU DỰ ÁN PURSEA

Dự án PURSEA “Đổi mới quản trị đại học tại Đông Nam Á – PURSEA” (tiếng Pháp: Pilotage universitaire rénové dans le Sud-Est asiatique), hay dự án Eramus+ CBHE 609879, thuộc khuôn khổ chương trình Erasmus+: Tăng cường năng lực các trường đại học do Liên minh Châu Âu tài trợ trong giai đoạn 2020 – 2023.  Trang web của dự án: http://pursea.hanu.vn/

 

Dự án PURSEA nhằm tăng cường năng lực quản trị đại học cho đội ngũ nhân sự của 8 trường đại học tại Châu Á – Thái Bình Dương, cùng với sự đồng hành của các đối tác Châu Âu tại Pháp, Bỉ và Đức. Dự án bao gồm 10 gói công việc, được giao cho 16 trường thành viên tham gia dự án. Các gói công việc bao gồm việc tổ chức các khoá tập huấn, trao đổi kinh nghiệm và thực hành quản trị, nhằm 3 mục tiêu chính, đó là:

  1. Xây dựng phương pháp và bộ công cụ cần thiết nhằm tăng cường năng lực của các trường châu Á trong việc xây dựng và triển khai chiến lược phát triển của từng trường;
  2. Triển khai thực hiện thí điểm một kế hoạch hành động chiến lược ưu tiên cũng như các cơ chế, công cụ quản trị hỗ trợ cho sự thay đổi;
  3. Xây dựng bộ công cụ để chia sẻ kinh nghiệm của các trường đã thực hiện dự án với các trường trong khu vực về việc xây dựng chiến lược phát triển cũng như hoạt động quản trị và quản lý trường đại học.

Trong vòng 3,5 năm, Dự án đã thực hiện nhiều hoạt động quan trọng giúp các trường đại học thành viên có thể xác định được các định hướng chiến lược ưu tiên, xây dựng chiến lược phát triển và các kế hoạch hành động cụ thể trong nhiều năm. Thông qua các buổi hội thảo, tập huấn và sự hướng dẫn của các trường đối tác Châu Âu, các trường đại học Việt Nam và Campuchia đã thành công trong việc xây dựng và triển khai thí điểm một số định hướng phát triển chiến lược liên quan tới đào tạo, nghiên cứu, giảng dạy trực tuyến, truyền thông trong trường đại học…, cũng như rút ra được nhiều bài học quý giá. Bên cạnh các workshop chia sẻ kiến thức, phương pháp, các trường Châu Á cũng tham gia nhiều khoá tập huấn như: Hệ thống thông tin hỗ trợ quyết định, Quản trị nguồn nhân lực, Quản trị rủi ro, Tăng cường công bố và chuyển giao kết quả NCKH, Bộ tiêu chuẩn đánh giá cơ sở giáo dục đại học và chương trình đào tạo của HCERES (Cộng hòa Pháp). Dự án đã đạt được nhiều kết quả đáng khích lệ: tại các buổi Hội nghị tổng kết và chuyển giao kết quả dự án được tổ chức tại Phnompênh, Hà Nội và thành phố Hồ Chí Minh từ tháng 12/2022 đến tháng 3/2023, các trường đại học Việt Nam và Campuchia đã khẳng định việc áp dụng kết quả dự án vào hoạt động quản trị của đơn vị, từ đó là bước đệm vững chắc để các trường dần chuyển sang hình thức tự chủ.

Dự án được khởi đầu và thực hiện tại Việt Nam và Campuchia, tuy nhiên tất cả các trường đại học khác tại Đông Nam Á đều có thể thụ hưởng kết quả của dự án là cuốn Sách hướng dẫn xây dựng và triển khai chiến lược phát triển trường đại học và các videos giới thiệu Dự án có trên trang web của dự án PURSEA: http://pursea.hanu.vn/.

 

Sách hướng dẫn PURSEA và các video của Dự án

Trong Hội nghị tổng kết dự án diễn ra vào ngày 08/6/2023 tại Phnômpênh (Campuchia), Ban điều hành dự án đã giới thiệu tới công chúng “Sách hướng dẫn xây dựng và triển khai chiến lược phát triển trường đại học” (gọi tắt là Sách hướng dẫn PURSEA). Sách có các phiên bản bằng tiếng Pháp, tiếng Anh, tiếng Việt và tiếng Khmer. Đây là kết quả của quá trình hợp tác của một đội ngũ các chuyên gia đa ngành, đa quốc gia đến từ các trường thành viên của Dự án. Sách hướng dẫn nhằm mục đích tăng cường năng lực quản trị của một trường đại học, thông qua việc xây dựng và thực hiện chiến lược phát triển dài, trung, ngắn hạn dựa trên bối cảnh thực tiễn của Nhà trường cũng như định hướng tự chủ của các cơ sở giáo dục đại học trong khu vực Châu Á – Thái Bình Dương. Trường Đại học Hà Nội (đơn vị điều phối dự án), Tổ chức đại học Pháp ngữ tại Châu Á – Thái Bình Dương (AUF) và Hội nghị Hiệu trưởng các trường đại học thành viên của Tổ chức đại học Pháp ngữ khu vực Châu Á – Thái Bình Dương (CONFRASIE) đóng vai trò quan trọng trong việc chuyển giao và phổ biến Sách hướng dẫn cũng như tổ chức các khoá đào tạo tới các trường đại học trong khu vực có quan tâm đến hoạt động quản trị đại học.

Bên cạnh Sách hướng dẫn, các đơn vị và cá nhân quan tâm có thể theo dõi các video giới thiệu dự án, phương pháp tiếp cận mà Dự án đề xuất, nhằm xây dựng chiến lược phát triển và thực hiện các kế hoạch hành động nhiều năm để triển khai chiến lược đã đề ra.
